How to restrict ticket assignees in a Jira Project?

Jitendra Vyas September 6, 2024

I’m trying to restrict the list of users who can be assigned issues in one of my Jira Cloud project, but I’m facing challenges since the project uses the “Default Software Scheme,” which is shared by many other projects. I want to ensure that only members of a specific role (e.g., Website-engineers) can be assigned issues, while still allowing other users (like jira-administrators and jira-developers) to access the project and perform their regular tasks.

The user that can be assigned to issues in a Company Managed project are those that have the Assignable User permission for that project.

Changes to the permission scheme can be made only by a Jira/Product Administrator. If you don't have that level of açcess you'll need to talk to some body that does. They can make a copy of the Permission Scheme to be modified and used by the one project.

For more information about managing Permission Schemes refer to

I have Jira admin access

With Jira Admin access you should be able to create a copy of the Permission Scheme currently used by the project.

Then modify that copy to restrict who has the Assignable User permission.

Then set the project to use that new Permission Scheme, through Project Settings / Permissions.

Hi @Jitendra Vyas

You would need to create a separate permission scheme that will be applied to your project.

For your use case, you would need to:

  • In your newly created permission scheme and the permission Assignable Users include your engineers - they need to have the Browse projects permission as well
  • For jira-administrators and jira-developers,make sure that they have the Browse projects permission and the other permissions that they need (there are many and this depends on your requirements)

Hi @Jitendra Vyas

To restrict the users from assigning tickets in Jira cloud projects. Please find the steps below.

Go to Jira settings section.
Navigate to Permission Schemes under Permissions.
Choose the Permission Scheme of Your Project and find the Permission Scheme that is associated with your project.

Edit the Assignable User Permission and scroll down to the Assignable User permission.
Edit modify this permission and choose who can be assigned issues by selecting Users, Groups, Roles, or Project Leads.
