I want to set the time setting for epic issue when creating half day task

I believe those are only date fields, not date/time fields.

What problem are you trying to solve?

I need to create half day task/ sub-task for Epic timeline scheduled.

Given those are date, not date/time fields, you may not be able to do that with out-of-the-box Jira.  Maybe wait a bit to see if someone else from the community has any ideas, such as marketplace add-ons.
