My company want to setup a jira ourselves. we would like to buy and start up with 10 ID licenses using our own Virtual machine, any one or any guide I can refer?

Welcome to the community!!
For a quick start, I would suggest you opt for a cloud instance. The advantage would be that it is maintained by Atlassian, and we get the instance in a ready to use mode and kick start the usage.

The alternate option currently available is a Data Centre version, which is recommended for larger teams and organizations.

if I use cloud version meaning I can start with a free version, if I have more than 10 users, then I can upgrade to standard version and it depends on how many users I have and I pay the license fee per person, right?
For the free version, once I invite my team member, how do they know their password to sign on to the Jira?
The free version do not allow me to manage users, right? If I want to manage users then will need to go to standard version? Once a staff is resigned, I can not remove?
Do we able to get email notification from jira?

All the features available along with the costing for different models are listed here. Also, check the difference between monthly and annual prices. The annual prices are for a user tier (range) whereas the monthly ones are for a fixed user count. The annual prices are usually discounted as well.
For adding new users, you can send them an invite on their email, in which case they will create their own password.
The free tier does enable email notifications. Please let me know if you need further guidance on it.

One quick point ( @Gaurav covered everything else I would have said, and more!). Jira Server licences are no longer available. Server is going away completely (becoming unsupported and undergoing no more development in less than 18 months), so Atlassian have stopped selling new licences for it, to encourage people to move to the similar (but not the same) systems that will continue - Cloud and Data Center
