you will need to first upgrade to Jira 7.0.11, this page can help you. Then you will be able to upgrade from Jira 7.0.13 to Jira 7.13.1, this documentation is perfect for this.
For your database upgrade, you will need to perform it after the first upgrade step to Jira 7.0.11, you can follow this procedure.
You need to switch databases at this moment because Jira 7.0.11 is the only version that supports both SQL Server 2008 and 2012.

you can't synchrnize your data between today and 5 days later. You will need to stop your current Jira instance, do all the upgrade and migration steps, and then start the production again.
