When using the issue collector, if a user does not fill in a field then that field does not appear on the task (other than when you select edit). Therefore it is not immediately clear whether they have completed all fields or not. Is there some way to make all the fields appear within the task even if they don't have completed information? I don't want the fields to be mandatory for completion on the form but I do want to be able to easily see which fields haven't been filled out.

there's no way to show empty fields in Jira. You can vote for this functionality here:

The only thing you can do in my opinion is to set a default option "none" as it is described in the duplicate issue JRASERVER-47171. But it is not working for every kind of custom field.
