I am not able to assign ticket to a particular user in JIRA project.

We have a Team Project with all team members added to this project. 

We are currently not able to assign Ticket to a particular user in this group, I can see the User is available in Project but not available in the drop-down menu of assignee.

Check to make sure he is assignable in the permission scheme

I checked this, the User has assignable permission,still not appearing in drop-down.

The only other thing I can think of is a workflow property on the status that keeps them from being assigned.

The user here is a group email id and not an actual user, is this a problem?

I have been successfully assigning issues to this id since months.

You could check if the user has a valid license?
