Are you the Jira Admin? You can check your permissions with the Permission helper (you'll find that with the Ctrl + K search or directly from the Issue menu). You need the "Assignable User" permission. You could have all the project roles in the world - if the permission scheme doesn't grant that role this specific permission, it won't work.
Another reason may be that you are trying to assign yourself a Jira *Service Management* issue when you don't have an agent license?

But you can assign the issue to other users?
Can you double check what type of project you're working in to rule out a JSM license issue?

@Prashanth Karunakaran you already asked about this in another question 1 hour earlier: I am unable to assign jira tickets to myself, despite being added in the required groups as well as asking as a reply in another question thread.
