It probably failed to charge your Atlassian Cloud (if you have a standard license). You will need to update your payment details.

Only that project is not visible to me. Other projects is visible.
Yes, Probably the permissions in the project are wrong. Are you Site admin / Org admin? Then you should be able to see/set it.
