Hey maybe it's due to that you don't have required global permission to share dashboards and filters.
Try to contact the Jira admin and ask them to grant you the Share dashboards and filters global permission.

If you are the owner of a JIRA filter but can not see the Edit permissions option. There are a few things you can check. First make sure you are logged in with the same account that owns the filter. Then open the filter and click on the Details tab. As the owner you should see permission options but if you do not it could be due to restrictions from your JIRA administrator or global permission settings. Also if the filter is shared with a project or group your ability to change permissions might be limited. Sometimes simply refreshing the page or logging out and back in can fix display issues.

Try to run the JQL with the changes you made and only after it gives result - it should let you Save the new filter as you are the owner.

Tried this but receiving below error:-

So probably you are not the owner of the filter.
make sure that you are by clicking the cog wheel on the upper right corner and select "System" and on the left menu select "Filters" and search for that filter.
