I copied an existing project to make a new one which is identical but when I re-configure the request types I cannot add one of the fields to the request type that exists in the originating project.

When you mention "Request Type", it sounds like you're trying to do this in Jira Service Desk. It can be a little fussy. Have a look at the request type and make sure that the screen (in the project; not the portal) has that field shown for it. You may just need to add that screen scheme to that issue type to make it available or simply add it to the screen that goes with that. Then you should be able to add it to the Request Type in the portal.
It does which is what makes this so confusing especially since this was created with a shared config from another service desk project that uses the field in it's request types.

That is rather weird indeed...
I would start at the bottom and work up; check which issue type the request type is creating and have a look at the screen for that issue type. If it's not there, just add it and then you'll be able to put it back on the request type.
Also (and I shoulda checked on this), there is the possibility that it's there but kinda concealed. Click on the little pencil beside the various fields and see which one it's actually pointing at. SD lets you put a different label on the fields than what it really is. If it's in the request already, it won't let you add it again.
