I can not add any gadgets on dashboards

I created a new dashboard as a system dashboard and when I wanted to add any gadget the button didn’t have any action! 

I even tried on admin side but it had no change!

Is there any one could help me? also share your experience about the best dashboard for having it on the monitor daily for motivating team members?

Are you the Jira System Administrators in the instance? If so, you should be able to create the System dashboard. If not, you can only create a dashboard only if you've the Create Shared Objects.
