I used to be able to allow a user access to only my Jira instance without allowing access to Confluence. Now the system won't let me separate them. If I turn off Confluence, it turns off Jira. How do I fix this?
It looks like this issue is tied to using the Default group Jira-software-users. If I remove people from that group they can't @mention anyone in the comments. How do I keep people who belong to this group from accessing Confluence? Especially when there is a Default access group for Confluence which they do not belong to?
You can do this by adding/removing people to the specific product access groups.

Go to Overview - you are currently on Directory.
Then use the ... menu and select product access

Thanks for your help, Rob. I knew about the product access page and that was where I figured out my problem. We needed to change permissions to allow some outside contractors access to certain Jira projects and some Confluence spaces. I inherited a lot of bad setups in our system and have let some bad habits continue (any logged-in user) until now. I discovered we had given the default Jira-software-users group access to Confluence instead of just the Default confluence-users group. Remove the Jira group and presto, it works as expected.
The weird thing was I did not know you need the jira-software-users applied to everyone so that they can "@mention" someone in the issue.
