I cannot find the backlog and active sprint option in my project. and also when i try to create a issue it says " i am not able to create new issues because jira application licenses user limit has been extended'
please help me.

First of all you need to ask to a JIRA Admin to check user limit for JIRA Software module. Probably user limit has been exceed so none can operate on JIRA.
