can you please have a look at the global permissions and check whether the "administrators" group is listed in the "Administer Jira" global permission or not? That is the necessary permission for being able to create projects. As long as we do not know which groups are granted this permission, this is pure guesswork. By default site-admins and administrators have this permission. :)

that doesn't look good. And I have no idea right now how to fix that. Maybe it's best to open a support ticket with Atlassian showing the screenshot. They still have access and should be able to fix this easily.

I cant create a ticket in support, I'm logged with the same account I'm administrator on Jira, But it just show me these options:

Only admins, billing contacts and technical contacts can create support requests. We can't offer any admins at the moment but you should be able to identify a billing contact or technical contact in your company to help you?

Just a guess thinking of the server version:
All the projects he is an administrator of but nothing else. I doubt that David has the administrative permission as the text underneath the greyed-out button suggests.

a site admin is not necessarily a product admin. So please make sure you have the Administer Jira global permission or are part of a group with which has been granted this permission. Again the text on your screenshot clearly says "You don't have permission to create a classic project".

Right - there are really 3 types of Admins in Jira. The Site Admin who can add users, a Jira Admin who is more of a systems administrator and modify workflows, change schemes, etc. That's the one you need to have to create a Project.
Lastly, there is a Project Admin who can grant access to individual projects where they are Admins as well as a few other things.
You need to be a Jira Admin (not Site Admin) to be able to create a project.

The easiest way should be to head over to the user management and add your user to the "administrators" group. It is very likely that this will solve the issue. :)
