I have an idea for a cool feature that could be built and implemented in Jira. Do you think I should try get into contact with someone at Atlassian, or should i develop the app for it.

Is there a way of telling if an app you create will be popular on the app store before you create and build it?

Market research. 

Have a look here in the community for people asking about the feature or the hole your app will be filling.  Also look in JaC for feature requests that Atlassian have said they won't do, or won't do in the immediate future ( http://jira.atlassian.com and select the "yes I really do want to see your Jira" option)

Sorry, yes, JaC is short for "Atlassian's public Jira and Confluence services that they use to gather public feedback", although they are starting to monitor the community here as well.
