Is Software licenced and active?  Check under Admin -> Applications.

What's the exact issue can you please provide more details?

As from the screenshot it seems fine. In JIRA you can create 3 types of projects - Business, Software and Service desk(is the SD application is enabled)

No, screenshots are screenshots of the official website, my JIRA only "business" grouping without "software" grouping.
