Aparna looks to be capable, knows about the dbconfig file so +1 already. Your hunch on the lock file could be the issue.

Since it's a on premise instance you'll have to dive in to the logs to see what is going on.
Is your log reporting any error(s) when starting?

May be someone has stopped the Jira service from the backend so that it is not loading on web, and you need to reach to the person who has access the backend.

I tried to restart the jira ,it's not stopping but starting , I checked the logs also ,I'm not able to understand the root cause,please can someone help me out

Those are healthcheck errors, unless these suddenly occur after an upgrade or something they shouldn't be causing the Service Unavailable you get.
I'm seeing a lot of mail errors too but you'll have to fix those separate.
Anything else as far as errors go? i'm thinking more along the lines of
"failed to start", "could not get lock",...
