I need a suggestion for starting over the jira

The organization is getting reorganization and we defined a new workflows and fields to each issue type and projects and I want to implement it without garbage from the past but letting people access to the old data.

Wee are in Jira cloud premium, most of projects on scrum some with Kanban.

Where can i find the archived projects after archiving them?

And another important thing - how to reset setting of field and workflows so I could start them from beginning?

would regular users be able to access it?
