I have a question about Jira Automation.

I would like issues in the 'To Do' or 'On Hold' status to be changed to 'In Progress' when XLGAMES leaves a comment.

Also, it is not clear what issue you are facing and need help with?

To check if a specific use has added a comment, you can use smart value {{comment.author.displayName}} in if clause.

To transition the issue if conditions match, you can use Transition Issue action

Welcome to Atlassian Community!

If you want to track comments, and make actions, depending from the person, who made comment, you can use such rule, that looks at accountId of last comment author.

Why accountId - it's unique.
Why last comment - because you are tracking comment events, and you need last comment, not previous comments.
Made a small example for you.
