I want to update an issue by importing from a CSV file.

I want to update a JIRA issue from a CSV file, but even if I specify the issue ID, it will not be updated to the specified issue and a new issue will be created.

If I don't have administrator privileges, can't I update JIRA issues?

No, to do an update you will need Jira Administrator permissions.

Is Jira Administrator permissions  global permission or project permission or issue security permission or other?

Sorry, I should have been more specific. You need global permissions not project permissions because you have to use the Settings > System > External System Import path to do updates versus creates.
