we use JIRA ITSM for tracking issues and service requests and change requests which can be identified as type. Now when we raise a service request with certain elements that should be raised as task in JIRA PM board.
I tried using automation from JIRA ITSM when issue created if issue is service request call webhook. ( I am not sure how to push this request to JIRA PM as task trough webhook)

I can give you an example using Automation for Jira if you happen to have that addon for server. If you do have that and have attempted the rule please share so I have a place to start.
