If I add an attachment to a test execution, it is automatically moved to the top of the page.

So, I have to scroll to attach the Attachments (Step Result) after every Step, which is confusing and inconvenient.

Please provide a workaround.

You might want to opt to AgileTest,
You can add an attachment to a test execution's test case and their steps at the bottom of the board and at each step as well. The attachments are displayed and categorized as global (to the whole test case) and step level as well. 

Plus, AgileTest is a Jira plugin so you won't have to migrate or take much time to get familiar. It's easier to use though.
