Hypothetically, if I have two or more different projects that each are for a different client, is it okay to have them on the same Jira Cloud instance? Or would it be better to have separate instances for each project? Each project should definitely not be accessible to anyone outside of the project/client team for their respective project. In this scenario, we would not have enough users to warrant the enterprise plan.

Unless there are specific reasons to separate the instances (regulatory requirements, confidentiality needs, etc.), using a single Jira Cloud instance with well-configured permission schemes should suffice for keeping different client projects secure and organized.

If you do have an Enterprise subscription, you can have multiple sites under the same subscription, and cost wouldn't be a problem. However, it is often easier to manage a single site.
