If I need to merge a duplicate issue which plugin in that issue restriction should support?

If I am linking bug issue merge from and in merge to bug issues only come in dropdown other issues should not come we need to restrict.

As Nikola said, there is no native solution for merging tickets. You can only link them. There is open ticket on the Atlassian Jira.

Natively you cannot merge duplicate issues in one, but there are some apps:

• Issue Merger 
• Merge Agent for Jira
