I want to be able to require that a field not be empty if another one is. Can this be done w/out a plugin or project automation?
example: If custom field is EMPTY, Then require labels is not EMPTY

You will need addon for this like scriptrunner. As you're on cloud you can try automation but i'm not sure that you can do it (i can't see this option in my test)
