My boss assigned me some tasks in Jira and linked them to issues in a board for the team leads and managers.
The thing is, it's a restricted board that I don't have access to, and I can't see the linked issues whatsoever. If he didn't ask me about them, I would never have known!
Anyways, do I need access to the restricted board to see those linked issues?
Short answer: yes. If you don't have permissions to access a project, you cannot see the issues in them. It is quite as simple as that.
Workarounds do exist to give people access to a subset of issues in a project, through issue level security, by granting browse project permission via a custom field (although there is a bug related to this issue that Atlassian has no intention on fixing, cfr JRACLOUD-371170. But these workarounds come with some complexity in terms of setting this up and onboarding your users in correctly using them. So I usually try to advise my customers/users to make sure to set up their projects as much as possible in such a way that everyone who needs to collaborate has proper access to the issues they should be able to see.
Hope this helps!
