The number of licenses needed for an app is always equal to the highest user tier of a Jira product, even if only 10% of your users actually use that app.
So if you have a 2000 user tier for Jira Software, then you'll also need a 2000 user tier for Zephyr.
However, you indicated that your are on Server. Please note that it's no longer possible to buy server apps. You'll need to migrate either to Data Center or to Cloud to buy new apps.

There is no particular number of users, it depends on the features needed for test management. Scale has more features than Squad. Also think of pricing for this user tier.

The number of users that you will need to pay for will match your DC/Cloud install number of users.
If you think you only have 100 people who will be using it, Zephyr Squad could be the better choice, but I would look at Scale as well. I tend to say Squad is almost always right for under 50 actively using it, Scale if you're over 250, but that is very generalised, and you really should compare them on features!

Apps license should match the highest JIRA Apllication tier.
For example if you have JIRA Software with 500 users and JIRA Service Management with 100 agents, your apps need to have license for 500 users even if that app is specific for JSM.
