We have some users who uses JIRA very rarely, to save licence cost ,I am thinking to remove them and add them again once they come back so after adding them back will user get his data restored ?
Or is there any feature to pause the access and resume?
Do not delete users
Users should be made inactive not deleted. JIRA uses a pointer to the user’s DB entry to display user information. If you delete a user when you open a JIRA issue the user worked on a the user that would be displayed will cause a SQL error.
So it's best to always "revoke site access" for users rather than removing them completely?

If you remove the user from your Jira Cloud site, they will not be counted to your license. As Joe said, we recommend not to delete the account. It's better to have them deactivated.
