The import of ticket attachments shows that it takes 5 hours. However, the attachment can be opened immediately from JIRA.

Right.

Sounds like you've tried to open one of the attachments that happened early in the import.

Is there a problem or question here?

Ok, but what is the question?  Is it about how files are imported in order, or how the estimated 5hours is calculated, or something else?
