In a company-managed project, I'm trying to understand the permissions related to editing issue layouts. Specifically, I want to know if a user with the "Administer Projects" permission can edit the issue layout without having the explicit "Manage Issue Layouts" permission.
The "Manage Issue Layouts" permission was recently introduced by Atlassian. Previously, this was inherited under the "Administer Projects" permission. So, users with the "Administer Projects" permission can still edit the issue layout.
However, a suggestion has been raised to Atlassian to decouple this permission for better access control.

@Dave Mathijs Yes, users with Administer Project permission can edit the issue layout. However, I don't believe they were previously able to edit workflows, as only users with Jira Administrator permission have the ability to modify workflows.

Could you please confirm whether the permissions have been separated? Although I have the Administer Projects permission, I'm unable to edit the layout in the UI because I lack the Manage Issue Layouts permission.

You are trying to add a new field to the screen, for that you need the "Manage Issue Layouts" permission.
With the "Administer Projects" permission, you can still edit the layout by rearranging existing fields, changing their order, or moving fields between the Description section and Context field section.
Additionally, even if you have the "Manage Issue Layouts" permission, if the screen is shared across multiple projects, you will need Jira Administrator permissions to add new fields to the screen.

No, you'll need this explicit "Manage Issue Layouts" permission if you're not a Jira product admin.
