Does your jira URL have atlassian.net? If yes you are a cloud user. If not you are a server user

OK when it comes to Cloud there is not much you can do as far as troubleshooting. You will need to open a ticket with Atlassian, please click here

What type of project you are seeing this behavior in? Software? Business? or Service Desk?

Then definitely there is a problem, you should be able to see all of the reports and I think there are 9 reports or more. Please open a ticket with Atlassian

Did you check your permissions at the project level?

Keep in mind Luis that being an Administrator at the project level doesn't mean that you can perform everything. In JIRA it goes more by permission scheme.

Well in this case reports are not on the permission scheme then definitely Atlassian Team will be the best one to help with your issue.
