Some people told me Jira is supposed to become Saas only, is it true ?

You should be careful about what you hear on the internet. hahaha
That being said, there is an end of life for support for the Jira Server product next February. You can no longer purchase licenses for that product.
The alternatives are the Jira Data Center product and the Jira Cloud product. Jira Cloud would be the SAAS type product.

Atlassian removed support/update and sales of Server product licenses, now they are selling only DC and Cloud products.
But Server licenses still work, they have unlimited lifetime.
You can use DC or Cloud products, what you like more. Haven't seen any news, that Atlassian will stop selling/support for DC products.
