Is a minor version of 8.13 such as 8.13.6 still considered as long term support?
We are planning to upgrade from 7.11 to a latest long term support release.

You are correct. All the 8.13.x versions are still the LTS. The ".x" is bug fix, security fix, etc but don't add any new functions/features unless it happens to be part of the said fix. They will also get fixes backported from newer releases.
I move from LTS to LTS pretty consistently with the only times I have strayed might be to get a new feature that showed up which I happen to want/need or, like last time. to make the leap to Jira 8. The rest of the time, I stick to LTS with the point releases being painless and largely invisible to keep up to date on. I am just prepping to move my environment to 8.13 as well from previous LTS and had just been waiting for all the apps to catch up.
But Atlassian lists 8.13.3 as last minor release. could you please clarify?

You are correct @nayanageddam . I was merely going from the example nomenclature that @NAYANA cited in his question. When there is a 8.13.6, it will be in the 8.13.x LTS version group.

All versions within the long-term-support releases are considered supported, but you will be told to upgrade to the latest point release within it if you have any issues. So yes, 8.13.6 is supported in the sense you can raise support requests and expect a response, but that response could well be "upgrade to 8.13.latest" first.

The original question used a hypothetical version to illustrate a potential furure version - that's why I used "8.13.latest" in the answer.

I still don't get it: Aren't the steps to "patch" to a minor release the same as upgrading to the next major release as far as downtime, etc? So even if we only upgrade once a year, the only advantage to the LTS release is they won't be tossing in new functionality or deprecating platforms, is that right? I guess I just answered my own question. HAHA!
