The requirement is that a field needs to be mandatory based on the value of the previous field.
Example: Make a field mandatory based if the previous field value is "Yes"

I am pretty positive this is not possible. There might be a possibility in the future using ProForma forms. But not yet.
Possibly, using ScriptRunner behaviors. But not out of the box I think. Doing it with little droppings of JavaScript in different parts of Jira gets very hard to maintain, so I don't recommend that approach

We are using Jira Cloud, so cannot use behaviours. Some one suggested using Automation plugin . But I did not find an option in it.
