Is it intentional that comments aren't searched?

I have just discovered when comparing Jira's two ways of doing searching, that one way finds text that matches in comments and the other misses them.

 Is this difference intentional?

The magnifier way misses comments, and the contains-text way catches comments.

Hi Eric,

The magnifier way of search focuses on searching an issue key, summary or description.

This design is intentional to keep the search results minimal.
