Is it mandatory for user to be added to "JIRA software-users" group to have access to software or can that be managed via groups with product access and role user?

no, it doesn't. You can manage user access through your own groups managed in product access and project roles.

Hi @Cynthia ,

please check that those users have access to product because they are in other groups.

Moreover, please check that that group has not been used in project roles and in global permission.
