Is it possible to change Date format in JIRA?

I would like to go to YYYY/MM/DD, and have been eyeballing the jira.date.picker.java.formatproperty and jira.date.picker.javascript.formatproperty. Do both of these need to change the visible date format?

@jhensley , you'd need to open: 

 

Administration > System > Look and Feel >Date/Time Formats
