We have a Jira instance in our server/data center. We have numerous project instances.
Is it possible to give a user admin access to just their project so they can create issue types and fields? We don't want them to have admin access to the entire instance.

Yes, grant them "project administration" rights by putting them in a role or group that has the permission in the permission scheme.
But this won't let them create issue types and fields - those can only be done by Jira and system admins because they're global items, not local to projects.

Yes meaning you can give them Extended Project Administration
No means they can not add custom fields nor issue types. They will be able to make some not all changes to workflows as long as they are not shared.

As issue types and fields are globally available a user being able to create and manage them, will always have administrative access to the whole system. It's not possible to restrict these abilities to only a single project. It always requires access to the system administration. Best, Max
