I am working on multiple projects and this issue is the exact same issue across my projects. Can this one issue be shared and monitored across multple different projects?

No, an issue belongs to a single project.
It can be shown on many boards though, if you set the filters to handle it correctly, and another option is to create linked issues in the other projects it should appear in.
There are issues with filters or labels right? So there is absolutely no way that a single ticket can be seen on multiple projects?
What about multiple projects sharing a single KANBAN board? Would that work?

Yes, that's exactly why I mentioned boards. If you take a board that starts out with a simple "Project = ABC", you can change the filter to include the other issues you need as well.
Typically, I use labels to identify what to include, so when I'm doing it, you'll see things like "Project = ABC or label in ("ABC-crossissue")".
This draws the extra issues into the board and allows you to work with them alongside the ABC project.

I realize the my ask is of an odd one, however given the nature of the work streams in my organization. It would be helpful to have the same issue or ticket show up different projects.
Lniking is an option, labeling an issue would be subject to "fat fingering" if someone forgets to enter in the right criteria for the lablel
