Is it possible to have an approval check setup in BitBucket. For any open PR, the approval + merge button is greyed out if the JIRA's tagged to the pull request are in status "Development in Progress"

FYI, this is for Bitbucket Data Center!!
There are no plugins for Cloud as of now!!
