How are you defining cost? We use tempo timesheets and tempo finance to track costs. Developers log hours on issues and then their time has an hourly rate that we use to track costs in finance. Before purchasing the tempo apps we would record time and manually calculate costs off of the report that Jira provides. If that is what you are trying to do it can be done at sprint, project, program, etc.

Before we purchase "tempo" (which I assume is a Jira application / compatible product), are the current reports exportable to excel / csv?

The delivered reports are not exportable. You can however create your own filter that is exportable and will allow you to do your calculations to determine cost. This is how we initially started before implementing the Tempo apps. I would also suggest getting the tempo apps and testing them out before purchasing to ensure that they meet your needs if you eventually go that route.
