Is it possible to restrict user to change start and due date in Jira for Task issue types?

I am looking for an option to restrict the user from changing the start date and due date fields for their tasks in jira. 

Scenario will be:

1. While creating user will be giving their planned dates in start date and due date field for their task.

2. Once they provide the plan they should not be able to change these start date and due dates.

3. Instead we are providing the option for them to add dates in different custom date field for their actual progress update. (incase there is any change in plan).

A suggestion:

Create an edit and view screen if not in place.

Don't place the date fields on the edit screen, do on the view screen

In the workflow create a transition to itself where a screen is on the transition where the start and due date can still be changed, but set a condition as well that only a certain group can do this.

Thanks for reply, i have created the screens and it is working fine i.e in view screen those fields are not editable. 

The second point where we need to create transition in workflow to screen to allow certain people to change date I need some help, can you specify that point in more elaborative manner please.

Create a new screen with only the required fields that can be changed in the transition

Edit your workflow

Create a new transition to itself. (use the old workflow editor)

From is from Any state and To is to itself, this will create a loop transition, and set the created screen off-course

When the Transition is added it will look like this

Then add a condition to the transition

use one of the conditions, pick you option:

• User is in a group (choose the jira groups able to execute)
• User is in a project role (choose the project role able to execute)
• Only Reporter Condition
• Only Assignee Condition
