if that doesn't work (it should - according to Atlassian) then I'm afraid you'd have to go with a calendar event.
Create one that notifies people before the expiry date.

I'd create an all day event and invite all the necessary people. If I plan to have the add-on to be used for an extended period of time, I would make the event occurring.
This can be done using an outlook calendar or gmail, or whatever you prefer.
The main idea is to just keep inviting people.
Alternatively, you could create a Jira project with issues for each add-on, and using due-dates you can set up notifications using an filter subscription:
