Our problem:
We have a large number of offshore users who are in certain Jira groups based on their company and the tools they are working on. These users have been restricting the comments on their Jira tickets so they are visible only to members of the same groups (which exclude our internal staff, and cannot be changed due to other uses).
This means that we can't see progress comments etc on the tickets.
We've advised the users not to do this (although they are still allowed for a single project) but are still receiving complaints about it.
Our question:
I've hunted around but haven't been able to find a way to remove the ability to restrict comments for these user groups. Is there any way to do it? Or even a way to search on restricted comments so we can remove the restrictions and inform the cuplrits?

I haven't not seen a configuration to do it by individual group basis. Is either all or none.
There's a way to remove groups from being user to restrict visibility as a global configuration. Here's a link. Hope this helps your issue.:

Unfortunately the global permission doesn't work for us as we need to be able to block the restriction for some projects or groups of users, but not all.
