We're using version Jira 7.13, currently. We're considering using 7.13.1, subject to whether this is an "enterprise" release.
To our understanding, the enterprise releases contain bug fixes, security patches, but doesn't have new features. An "ordinary" release would contain new features (with possible bugs), and also have bug fixes and security patches, too.
The difference seems to be that the "new release" is less stable but more feature laden than the enterprise version.
Our instance serves about 10,000 users, to we're favor stability.
But, we're uncertain about whether this latest version, 7.13.1 is enterprise or simply an upgrade.
Any thoughts?

Jira Software 7.13 is indeed an enterprise release.
Version 7.13.1 is a bugfix release, use that one when upgrading.
Thanks Johan. However, I'm still uncertain. Is 7.13.1 also an enterprise release (you called it a bug-fix release)? If so, how would we determine what the next non-enterprise would be?
To follow on, if 7.13.1 is a bug-fix release, only, and no an enterprise release, how would we know when the 7.13 enterprise release was available (under the same numeric designation? again 7.13 and not 7.13.1)?

7.13.1 is still an enterprise release.
Enterprise releases receive their updates during the 2 years of support with bug fix releases.
