Need a jira query to fetch all the issues that have branches created from the jira issue using the option "Create Branch"
I don't believe it's currently possible to query on issues which have branches. As far as I know, the only options for searching on Development properties are the ones listed in this other Community question (official docs here).

I remember this was possible in the past through:
development[branches].all > 0
What happened with this functionality? It was essential to find open branches in closed tasks and keep the repository clean.
