you could to that with the Outlook calendar and meetings integration of Microsoft 365 for Jira (Outlook Email, Teams, Calendar) | Atlassian Marketplace (available for DC).
Here's a short overview of the features that might be relevant for you: Outlook Calendars for Jira - yasoon. Please note, I work for yasoon, the company developing Microsoft 365 for Jira, therefore I tend to recommend the app :)

@Clémentine Arce i would suggest looking at Tempo Timesheet and Tempo Planner. The combination should meet all the requirements except the outlook integration. I think that is only available in cloud.

We already use Tempo Timesheets and Tempo Planner, but in DC they show some limitations for some of the requirements explained above, not just the outlook integration. Thus, we need to explore other options.
