Is there a super admin level of access?

I am the companies Jira Lead, I have a team of Product Owners who need to be able to create their own projects and add their own team members etc.

I wish to be able to go in though and change anything I want. Example case, this morning i need to update another teams board filter as we are implementing new business wide rules. However it is not allowing me to save over the exisiting filter because it was created by someone else.

Surely there must be a way to allow a user or users to have super admin / power user level control?

Not directly, as it's a poor access model that leads to security issues, noise and administrative ignorance.

As an admin, you can adjust the security settings to let yourself into anything.  For filters specifically, you can change the ownership of a filter.
