Is there a text field that allows a PROJECT admin to edit the values?

Good morning. 

We have a custom field that contains 1100 Charitable Organizations you can select from to make a donation.  The list changes frequently, which means we are asked to go alter this list all the time.  I would like the User (who is not a JIRA admin but is a PROJECT admin) to go alter the values list.  

Without using an add-on, is there any other field that might work?  We can't use Labels because other users might misspell the organizations' names when entering a form.  Is there some other field that would allow the Project Admin to control the large list of organizations on the value list?  Thank you.

You can use Components instead, if not used already.

That's the kind of thing we are looking for, but I do think components are already in use.  Honestly, this is going to be such a pain to maintain, I may rearrange things so components ARE available...I just thought there was another field that I can't remember.  But thanks~!
