Is there a way i can get customer sign off on the JIRA stories?

Use Case: I work in the delivery team and I am responsible for obtaining sign offs on requirements from the client teams.

Question 1: Is there a way i can provide an external user (client team) READ ONLY access to JIRA stories that only allows them to comment and not change the story/ issue description? 

Question 2: Is there a way I can obtain client sign offs on the JIRA stories? I am trying to think of an alternative to bypass the FRD document and obtain sign offs on directly on the JIRA stories. Is there a plug in that could let me streamline this sign off process? 

Question 3: Is there a way/ plugin available in order to generate a report that allows the team to view the number of open issues vs the number of signed off issues?

Please, allow me to provide you with some concepts and answers to better understand your questions and confirm we are on the same page here:

Question 1: Is there a way i can provide an external user (client team) READ ONLY access to JIRA stories that only allows them to comment and not change the story/ issue description? 

In Jira Software application, you can restrict specific users to only comment and view issues by configuring your project permissions, however, these users will need the default product access in your application, so they will be counted and charged in your subscription as a valid license.

In another hand, we have an application that was built to allow interaction with external customers: Jira Service Desk.

With this application, you will be able to add an unlimited number of customers with no extra cost to your projects, where they will be able to create, access and comment on tickets. Please, feel free to start a free trial of Jira SD and check if it fulfills your needs.

Question 2: Is there a way I can obtain client sign offs on the JIRA stories? I am trying to think of an alternative to bypass the FRD document and obtain sign offs on directly on the JIRA stories. Is there a plug in that could let me streamline this sign off process? 

Can you please provide us more details about what do you mean by "Sign-offs"? Are you trying to count how many times the user has accessed and left the Story page or would it be something different?

Question 3: Is there a way/ plugin available in order to generate a report that allows the team to view the number of open issues vs the number of signed off issues? 

You can use the Issue statistics gadget to get the number of completed and open issues. This would be the steps:

1 - In your issue navigator page, create a query to return all the issues you want to include in the report and save it as a filter:

2 - Navigate to your dashboard and click to add the gadget "Issue statistics", adding the resolution field as the statistic type:

The gadget will display the number of resolved and unresolved issues.

What about a simple checkbox the customer can tick, to show that they've accepted (signed off) on the Acceptance Criteria as written?

 

The current challenge is this requires a full JIRA license for a customer to interact in any way, and it would be a great help if we had a way to do this without an extra license.
